In the first half of this year, most macroeconomic indicators show an attenuation of the recession effects on the national construction market and related sectors. Even though the data for the second quarter are not yet available, a trend of losses recovery is visible and it may provide future support for the resume of the sustainable ascent of the branch. In what concerns the prospects of this field, as investments from private funds continue to be at a low level, more and more managers consider that the contribution of the state should be more consistent, so as to ensure at least the basic conditions that would lead to the recording of better results at the end of 2013, in comparison with the previous 12 months. Although the government tried to solve the problem of arrears through the transposition of the late payments directive into the national law (Law no. 72/2013, applicable from the 5th of April), it is still too early to see whether the measure began to generate positive aspects. However, claims began to be paid at a faster pace, which will raise the level of liquidity for the specialized companies. Although uncertainty continues to characterize the activity of the construction industry, the decision makers of companies from this sector of the national economy continue to base their business strategies on moderately optimistic views, especially since the authorities take into account an increase of 51.76% of the amount of public investment over the next three years. Basically, according to the new fiscal strategy, the state investments should reach in 2016 up to 21.5% of gross domestic product - GDP (or 12.8 billion EUR) from 8.4 billion EUR (or 16.6% of GDP) in 2013. The construction sector is still considered to be a field with potential, as it is shown in a recent statistical survey. In this regard, 21.277 enterprise groups were identified in 2011 in Romania, of which 5,555 residents and 15,722 multinationals. Most of the companies in Romania operate in trade (21% of total), manufacturing (16%) and the construction market (14%).
